Recycled content and environmental claims: building consistent substantiation

Accurate information about a resin can become misleading when presented as a characteristic of the entire product. Substantiation starts with the statement to be published.

Starting point

An environmental claim needs to identify the attribute, the subject, the calculation basis and the evidence supporting it. Recycled content, recyclability, reuse and emissions reductions describe different aspects. The statement must preserve these distinctions and remain valid for the product, period and condition actually communicated.

Write the claim in a verifiable way

Start with a statement the customer can interpret without relying on assumptions. “Contains recycled material” conveys less than a statement with a defined percentage, component and origin. Broad wording may lead readers to conclude that the entire product or process has an environmental performance not demonstrated by the available evidence.

ISO 14021:2026, the edition replacing the 2016 version, addresses self-declared environmental claims about products and their documentation and evaluation. This article uses the standard's publicly available scope as a reference, without reproducing its full requirements. Legal applicability and the specific criteria for the claim should be checked for the product, market and intended use of the communication. [1]

Define whether the subject is a resin, component, product or packaging

The same supply chain may have different percentages at each level. A hypothetical example: a 600 g housing contains 80% verified post-consumer material by total mass. That is 480 g of post-consumer origin. If the complete product weighs 1,000 g and the other 400 g have no demonstrated recycled content, the assembly's verified post-consumer content is 48%, not 80%.

In this case, the statement “housing with 80% post-consumer content” refers to a different subject from “product with 80% post-consumer content”. Also define how accessories and packaging are treated within the boundary used. The chosen methodology must be consistent with the statement and the relevant framework, avoiding changes to the denominator between the technical data sheet and publicity.

Preserve evidence of the material's origin

A resin's chemical description does not determine its origin. A material may be PP and contain different proportions of virgin, pre-consumer or post-consumer material. The statement should be supported by supplier records and the rules of the method adopted. Reprocessing a material does not automatically justify classifying it as post-consumer.

Track formulation, batch and supplier changes. If a composition contains recycled resin, virgin material, fillers and additives, confirm which portion has a demonstrated origin and what total mass is considered. A percentage referring only to the polymer portion must not be communicated as a percentage of the entire compound without the corresponding conversion and without checking whether that basis is suitable for the framework used.

Distinguish attributes that appear similar

A product made from recycled material may face recycling difficulties at the end of its life. Reused equipment retains its function without its materials necessarily having been recycled. Reducing mass may lower material consumption, but can also alter durability. These distinctions need to be reflected in development and communication.

Build a dossier that allows the conclusion to be reconstructed

Keep the exact version of the claim, the products covered, the period, the formula, input data, supplier declarations and the people responsible for the analysis. Together, these should enable another person to reconstruct the conclusion without relying on informal explanations. Identify which information is measured, declared or estimated, and how it was verified.

A certificate can help, but its scope, validity and subject must be compatible. The FTC's guidance on environmental marketing stresses that certifications and seals do not remove the need to substantiate claims and explain their basis. This is United States guidance, used here as a reference for clarity, without replacing Brazilian requirements. [2]

Describe the traceability model correctly

A chain with physical segregation and a chain using accounting attribution through mass balance do not demonstrate the same relationship between a batch and its origin. Where an attribution scheme is used, communication must state its scope and respect its rules. Do not present evidence of an allocation as if it were individual physical identification of the material in each part.

Also avoid attributing the same result in full to different operations where this would create double counting. In interactions between the supplier, converter and brand, establish which records each party receives and which statements it is authorised to make. Information that is appropriate in a supply chain report may need further qualification when it appears on packaging or a product page.

Review the statement when the product or evidence changes

Changes in formulation, supplier, component mass, process or traceability model may alter the percentage and the conclusion. Include a communication review in the technical change procedure. The commercial team should know when a statement ceases to apply and which version replaces it.

The same care applies to operational reports. A provisional rate must be identified as provisional, and any material correction must reach the materials in which it was published. Define who approves the change and retain a history. This discipline prevents a result valid for a pilot batch from continuing to be used for the entire supply after conditions have changed.

Connect technical accuracy with reader understanding

Information should be understandable where it appears. A prominent broad statement is not necessarily clarified by an inconspicuous caveat. Use wording proportionate to the evidence and keep further details accessible. Avoid figures with apparent precision beyond the quality of the data, and comparisons that omit the reference used.

The article on circularity indicators explores the measurement bases, while the article on industrial closed-loop systems addresses demonstrating material return. In company communications, each claim should remain linked to a real attribute and retrievable evidence. This connection makes it possible to explain the result to the customer without promising more than has been demonstrated.
