Starting point
Inventory organisation should connect identification, physical condition, quality status and planned pathway. The space needs to allow material to be located and its characteristics preserved. A system location does not demonstrate release for sale, and an identification label does not replace technical storage controls.
Separate location, ownership and use status
A register often fails when it tries to combine different situations in a single field. Material may be physically available, belong to a client and remain blocked from sale. It may also be technically approved but reserved for a contract. Record these dimensions separately so the team does not interpret physical presence as authorisation to move it.
Define identifiers for batches, containers and locations. Their relationship should make it possible to locate the existing quantity and its origin. If a batch occupies several containers, each unit should retain its link to the whole. When a container's contents change, the record must change with them; reusing packaging without correcting identification is a recurring source of error.
Organise space around actual flows
Map receipt, inspection, storage, preparation and dispatch. Identify crossings, transfers and points where no one is responsible for the material. The 5S method, presented by the EPA as an approach to workplace organisation and visual control, can support this discipline. Its application does not replace safety design, environmental conditions or specific storage requirements. [1]
The layout needs to consider material compatibility, quality preservation and safe access to locations. Aisles, stacking, container capacity and protective measures should follow the relevant technical assessment. Avoid planning occupancy solely by empty floor area: a space also needs to allow inspection, removal, incident response and movement under approved conditions.
Use inventory statuses that prompt action
Statuses such as received, under inspection, released, reserved and blocked need operational meaning. For each, define which movements are permitted and who can change the status. A hold without a reason, owner or review deadline tends to become permanent; an unrecorded release prevents the decision from being reconstructed later.

Resolve the deviation with authorisation
The names are a management model. Release should always state the use or pathway for which the material was accepted.
Preserve quality during storage and movement
Materials may be exposed to water, dust or contaminants from other fractions. Torn packaging and mixing of colours or polymer families may reduce application options. Define protection conditions, cleaning of shared equipment and checks before transfers. Prevention depends on understanding which characteristic the buyer or next process needs to preserve.
Segregation should follow the relevant specification. Separating only by colour may be insufficient when different polymers look alike. Separating only by the declared polymer may be insufficient where additives or origins differ. Before consolidating batches, confirm compatibility and maintain the relationship between inputs and the new batch, including the criteria used to authorise mixing.
Reconcile quantities using a defined measurement basis
During stocktaking, record gross mass, tare and net mass where relevant. Identify the instrument, timing and measurement conditions. Differences in moisture and packaging may affect comparisons between periods. A quantity estimated by number of containers should be identified as an estimate, with its method and limitation.
Illustrative example: the system shows 10,000 kg and stocktaking finds 9,820 kg on the same basis. The difference is 180 kg, or 1.8% of recorded stock. This percentage does not identify the cause. Investigate unrecorded transfers, tare weights, dispatches, work in progress and weighing conditions before attributing the difference to physical loss. The adjustment should retain its justification and approval.
Distinguish total stock from the quantity actually available
Assume hypothetical stock of 24 tonnes: 18 identified and released for a pathway and six still under assessment. If four of the 18 tonnes are reserved, immediate availability for a new transaction is 14 tonnes, provided no other restrictions apply. Presenting all 24 tonnes as ready for sale would create a promise with no operational basis.
The commercial view should also consider minimum batch size, location and preparation time. Small quantities spread across several locations may exist in the accounts without forming a viable load. This can be resolved through scheduling or technically approved consolidation, but must be apparent before supply is confirmed. Availability information should have a date and an owner.
Address stagnant material and exceptions
Inventory age helps locate pending decisions. Separate time since receipt from time since a hold or the last commercial assessment. An old batch is not automatically unusable, but warrants a review of condition, documentation and demand. In some cases, fresh characterisation resolves the uncertainty; in others, the previous pathway is no longer suitable.
Establish a brief meeting for items without a defined route, with a next action and owner. Avoid letting pressure to free up space produce a dispatch without identification or to an incompatible destination. Materials with specific risks, including batteries and contaminated waste, require their own plan and priority determined by technical assessment, without waiting for a generic ageing rule.
Measure routine operations and correct the source of deviations
Useful indicators include inventory accuracy by batch, unidentified quantity, time on hold, corrective movements and refusals due to contamination. Define the basis of each rate and address mass differences separately from location differences. An inventory may have the correct total mass while still allocating it to the wrong batches.
The investigation should identify where information or physical condition was lost: receipt, consolidation, production or dispatch. The solid and industrial waste management can connect this organisation to external pathways. When material leaves with identification and a known condition, negotiation, collection and documentary close-out rely less on corrections made during loading.
